Answer
Users with NSS Partner access level will be able to see all active systems registered to the company their NSS user profile is associated with. In cases where a Parent-Child (PC) relationship exists, systems registered to the companies within the PC relationship will also be visible. Additionally, they can see end customers' systems where the company their NSS user profile is associated with is marked as a Reseller or Lifecycle Services Certified (LSC) Partner.
