Hybrid Cloud Control login hangs at https://<mNodeIP>/hcc/auth-callback

Issue

In management services 2.16 and above:

• Can't open HCC - page appears blank
• Accessing https://mnode/hcc redirects to: 

https://<mNodeIP>/hcc/auth-callback?code=8G9oAyFQsjOHYPknIfVc9Oo5fRgPcQFnMyD9CrLfpww&scope=openid%20profile%20element_api%20mnode_api:r%20mnode_api:w%20mnode_upgrade_orchestrator:r%20mnode_upgrade_orchestrator:w%20tm:r%20tm:d&state=3b74c9a4fb5e4e8295f18d1dcc0efe10&session_state=lW0B_FRoRjD4DYTElR4HMs9MhUln2O-i7m9VGjFbj5c.Nwxw1X4dvzI7yTa6ExHCVA

• Unresponsive SSH connection to mNode
• Unresponsive mNode on remote console
• CPU spikes are seen under the mNode VM in the vCenter Performance tab
• Management node containers services restart repeatedly

• Error message accessing HCC page
