Cpu thermal throttling event on Element storage node post upgrade

Issue

During a cluster upgrade, events show in the cluster event log for one or more nodes along the lines of:

Package temperature above threshold, cpu clock throttled

Core temperature above threshold, cpu clock throttled

Performance impacts may also be observed concurrent to these events.
