After headswap, SnapMirror transfers fail with "Metadata volume is not available"

Issue

After headswap, SVM DR fails with:

Last Transfer Error: Metadata volume is not available on cluster "local". Run "snapmirror config-replication status show" for more details.

cluster::> snapmirror config-replication status show
                Enabled: true
                Running: false
         Storage Status: warning
         Storage In Use: Unavailable
        Storage Remarks: Unable to allocate resources due to error confirmation needed
        Vserver Streams: ok
