After deleting vserver peer and SVMs then re-create SVMs with same name, vserver peer creation for those SVMs from ONTAP System Manager fails

Issue
- Vserver peer creation fails under the following circumstances.
- Delete an exsiting vserver peer.
- Delete SVMs used for deleted vserver peer.
- Create SVMs with the same name of deleted SVMs.
- Create vserver peer using System Manager.
- The following error is shown.
There are no permitted storage VMs. You can continue to perform peering by providing a valid remote storage VM name. However, you should accept the peering request from the remote cluster.
