Can not create CIFS share c$, not permitted

Issue

  • c$ share does not exist for the CIFS Server
  • Unable to create default administrator share c$ in Data ONTAP 8 and ONTAP 9
  • Creating c$ share equivalent for pre-existing CIFS servers fails with following error:
cluster::> vserver cifs share create -share-name c$ -path / -share-properties oplocks,browsable,changenotify -vserver SVM_1
Error: command failed: You are not permitted to remove admin shares
