BMC/IPMI IP is unreachable due to faulty port

Issue
- Unable to reach BMC/IPMI IP address
- Tried the following and still not able to ping the IP.
- Reseat or change the cables and ensure the links are active.
- Connect a Laptop direclty to the IPMI port and check the port configuration by accessing the BIOS.
- Perform a power drain for the node.
