Unable to update capacity license through ONTAP Deploy due to ping error

Issue

Trying to update capacity tier or capacity pool license through ONTAP Deploy will fail with the following error:

Error[400]:ClusterNotReachable
The operation cannot proceed because cluster "selcet-cl1" does not respond to ping requests.
 
Cluster Refresh also fails with the same or similar error.
