ONTAP Select upgrade an evaluation license fail

Issue

When trying to upgrade an expired OTS evaluation license to a production Capacity Tier license, an error can be seen in Deploy:

"Either Storage failover or auto giveback is not enabled for cluster "demo-cluster". Verify that all the nodes are in a healthy state and have state and have storage failover and auto giveback enabled."

The error here is misleading as auto-giveback and storage failover are both enabled. This can be verified via:

::>storage failover show -fields enabled, auto-giveback
