ONTAP Select migration to new vCenter fails with Takeover is not possible error

Issue

When migrating the ONTAP Select nodes, after placing secondary node on the new vCenter, attempting takeover fails with the error message:
 
Cluster-01 Cluster-02 false    Connected to Cluster-02,
                                       Takeover is not possible: Storage
                                       failover is disabled
Cluster-02 Cluster-01 false    Connected to Cluster-01, Partial
                                       giveback, Takeover is not possible:
       Storage failover is disabled
