ONTAP Select: Refresh operation for cluster failed after migrating OTS node to new ESXi host

Issue

After migrating OTS node to a new ESXi host and running cluster refresh in Deploy, the following error can be seen.

Refresh operation for cluster failed. Reason: A job with request_id is already running for resource. Wait for it to reach a terminal state before starting another job
