CONTAP-795463: ONTAP Select upgrade to 9.19.1 and above fails with no root volume found

Issue

During ONTAP 9.19.1x upgrade for ONTAP Select, the upgraded system enters into a boot loop reporting no root volume found. The console log reports RAID Label write errors followed by diskHasWrongInfo errors.
 
 
PANIC: No root volume found. in SK process rc on release 9.19.1P2 (C) on Tue Sep 15 18:28:16 GMT 2026

Sep 15 18:28:16 [ots-cluster-01:raid.label.io.writeError:notice]: Label write on Disk /aggr0_ots_cluster_01/plex2/rg0/0d.9 S/N [0VW000YUEcXHEzhK4NB2] UID [0VW000YUEcXHEzhK4NB2] failed with storage error Label read after label write did not match.. The system will stop using the disk for I/O operations.

The disk ownership information from maintenance mode will reports as 'Not owned':
