Issue

Both negotiated-switchover & switchover-simulations fail, citing missing encryption keys

Example: 
ClusterA::> metrocluster operation show
       Operation: switchover-simulate
           State: failed

        End Time: 4/7/2025 11:26:11
          Errors: Failed to validate the node and cluster components before the switchover operation.
