Error installing legacy S3 license

Issue

if you try to install the S3 license you get an error
 
::system license*> add -license-code BBBCCCFFFGGGFAAAAAAAAAAAAA
NLFv2 License for package "S3" is already installed. There is no need to install a 28-character License Key.

A system has mixed licenses installed for a old and new nodes. Some nodes have legacy licenses and some NLF
