CIFS Authentication Failure with System Error 1311

Issue
- Users are unable to access CIFS shares, and mount attempts fail with the following error:
System error 1311 has occurred.We can't sign you in with this credential because your domain isn't available.- ONTAP EMS and secd logs show authentication failures similar to:
