Issue

When automatically provisioning a FlexCache volume through System Manager or POST /api/application/containers/ on a 32-node AFX cluster using certain platforms, the volume can be created with an incorrect number of constituent volumes.
Observed results include a single constituent instead of the expected 16 constituents. Creation attempts have also been observed provisioning 320 constituents instead of 16 and subsequently failing. The resulting FlexCache layout does not provide the expected distribution across the cluster.
