Issue

ONTAP's SVCCTL named pipe implementation (\PIPE\svcctl) allows any authenticated domain user to successfully call OpenSCManagerW (opnum 15) with SC_MANAGER_ALL_ACCESS (0x0000003f) and receive WERR_OK with a valid SCM handle, regardless of whether the user is a member of BUILTIN\Administrators. This violates the MS-SCMR specification which mandates that the server evaluate the caller's security token against the SCM's security descriptor before granting access.
