Problem Description:
Customer is observing repeated EMS errors of type exports.hostname.transient:error for passive/stopped MetroCluster sync-destination SVMs.
The EMS reports hostname resolution failures against export-policy rule index "0", although the configured export policy starts at index 1 and EXPORT-RULE-TABLE.XML shows no ruleindex=0 exists.
