CONTAP-773209: Fpolicy is able to register but does not send any notifications due to matching event names

After upgrade to fixed version of CONTAP-658061, Fpolicy is able to register and send keepalives to fpolicy server, however does not send any event notifications for some of the SVMs utilizing fpolicy.
