CONTAP-732021: CIFS open-files API can return an invalid pagination link

Issue

When a role-restricted account calls GET /api/protocols/cifs/session/files in a cluster with multiple SVMs, the response may include a pagination link referencing an SVM the account cannot access. Following the link can fail with a “Specified SVM not found” error, preventing the client from continuing to retrieve open-file information. The link may also disclose the name of an SVM outside the account’s access scope.
