CONTAP-71699: Error while converting name to UNIX user for GET /api/protocols/file-security/permissions

Issue

For REST endpoint GET /api/protocols/file-security/permissions, if the 
identifier cannot be converted to a corresponding UNIX name,
an error is returned.
But in ONTAP CLI, UnixID is returned for all access control entries (ACEs)
when conversion from UnixID to the corresponding name fails. (/etc/nsswitch.conf)
