CONTAP-450766: Large netgroup responses are not cached when the global nameservices cache is disabled

When the global nameservices cache is disabled, netgroup-by-name responses larger than 2.5 MB are not cached. As a result, these responses cannot be cached through the security daemon cache fallback.
