High CIFS latency on new shares based on LOCK MANAGER

Issue
- High operation latency for locking files based on feature CIFS OPLOCKS enabled
- This may be seen during takeover, giveback, or aggregate relocation events when override vetoes is enabled
- This could also be seen during Azure maintenance events in Azure HA pairs
- This may show up as Data Processing latency during the issue:
