CONTAP-144880: Disks in "not responding" state do not turn on the fault LED.

Issue

When a disk is in a "not responding" state due to excessive link/adapter errors
or timeouts, the disk is failed by Data ONTAP. However, the fault LED of the
disk is not turned on in this situation, making it more difficult to physically
locate the failed disk.
