Issue

Volume expand can fail due to the volume being busy:
 
Error: [Job 12345] Job failed: Failed to create the volume on node "cluster1-01". Reason: Volume busy.  This may leave the volume record in the Volume Location Database. Request to expand FlexGroup volume "flexgroup1" failed. Address the above issue, and then try the expand command again.
