Unable to create aggregate using disks from a new shelf because of foreign aggregate

Issue
- An aggregate has to be created from the newly added shelf.
- The disks on that shelf are already assigned to a container.

- The ownership removal fails:

- The same error is seen on specifying
-root
or-data
as described in KB Failed to remove the owner of the shared disk. - The aggregate
offline
andremove-stale-record
fails with the below error:
