Answer

This is expected behavior.

volume show

[-tiering-minimum-cooling-days <integer>] - Volume Tiering Minimum Cooling Days (privilege: advanced)

This parameter displays the minimum number of days that user data blocks of the volume must be cooled before they can be considered cold and tiered out to the cloud tier. If the value displayed is "-" instead of a numerical value, then the system default is still being used and has not been overridden with this option.

The default minimum cooling period for the snapshot-only policy is 2 days and for the auto policy is 31 days.
