Root volume migration failed as a foreign root aggregate existed on the disks already

Issue

The following error is observed with both aggregates claiming to be root:
 
raid.assim.tree.multipleRootVols: Volume aggr0_cluster1-01 and volume new_root both claim to be the root volume.
 
The root volume job also fails:
