LIF unable to failover during switch maintenence

Issue

LIF was marked as down due to not having any viable failover targets.
 
In EMS there are messages similar to the following:
 
Fri Jul 08 19:52:48 -0500 [Node-01: vifmgr: vifmgr.lifdown.noports:alert]: LIF LIF_Name (on virtual server ##########), IP address xx.xx.xx.xx, currently cannot be hosted on node Node-01, port a0a-xxx, or any of its failover targets, and is being marked as down.
