Cannot unjoin node in mixed ONTAP cluster version

Issue

In mixed cluster ONTAP version when one HA pair has lower and another higher ONTAP version we can see an error:
 
::*> cluster remove-node -node node_name

Error: command failed: Cannot remove node "node_name" because it is the last
node in the cluster with an earlier version of ONTAP than the rest of
the cluster. Upgrade the node and then try to remove it again. For
further assistance, contact technical support.
