40G/100G Ethernet port does not auto negotiate with Nexus 9k cluster switch

Issue
- When auto-negotiate is enabled, the Ethernet port will intermittently not link up with:
N9K-C9336C-FX2 data switch
Port speed must be hard set to come up
- This can also occur after switch firmware upgrade
- ONTAP will report the card link down in EMS log:
