Issue

After a system wipe using boot-menu option 4, downloading a configuration backup from an HTTPS source may fail before the download begins. The command reports that HTTPS requires an effective cluster version of 9.7.0 or later, even when the installed ONTAP image supports HTTPS.
This can prevent configuration recovery workflows that require encrypted transport. The issue occurs before certificate validation or a network connection is attempted.
