CONTAP-784016: SVM Migration May Skip Prechecks After a Failover

Issue

If a failover occurs while an SVM migration is running its asynchronous prechecks, the migration may restart without completing those checks. As a result, interoperability issues that the prechecks are intended to detect may go unnoticed. The migration could fail later, or in some cases it could proceed without required configuration from the source.
