CONTAP-75554: LIFs auto-revert to a network port that is not passing traffic

Issue

If a physical network interface card has the status 'link up', ONTAP assumes
the port is passing traffic and initiates an auto-revert of any LIF(s) homed on
the interface. However, if the physical network interface is not passing
traffic, the IP addresses might lose connectivity upon reverting home.
