Issue

On a data SVM using an SVM-KEK external key manager, repeating a successful key migration to the admin SVM’s external key manager can cause subsequent migrations to fail with {}SVM-KEK not created for Vserver{}. A migration back to the data SVM may report success without restoring the SVM-KEK, leaving later migrations blocked.
