CONTAP-719905: SnapMirror Operations Can Fail When an FSx for ONTAP Volume Is Restricted

On FSx for ONTAP, a user with the fsxadmin role could set a volume to the restricted state using {}volume modify -state restricted{}. If a SnapMirror delete or release operation later targets that volume, the operation can fail with a “Device busy” error.
