CONTAP-720830: REST API Url fails silently if url contains more than 127 characters

Issue

When entering a webhook URL in the 'event notification destination create -name Webhooktest6 -rest-api-url' command containing a URL 127 characters or less, the 'event notification destination show' command correctly displays the webhook URL. When attempting to create using a webhook URL more than 128 characters in length, the command claims success but the 'event notification destination show' output displays '-' for the URL.
