CONTAP-719671: Default FIPS Provider Version is 3.0

In affected ONTAP releases, the default OpenSSL FIPS provider is version 3.0. Starting with this change, version 3.1 is the default FIPS provider, and version 3.0 is no longer listed as a choice in the standard CLI or UI.
