CONTAP-493904: SVMDR doesn't replicate time-based one-time password (TOTP) setting with update error

Issue

User's time-based one-time password (TOTP) profiles are not synced to the destination system during SVM-DR SnapMirror initialization. As a result, subsequent SnapMirror update operations will also fail.
Reason: 'Transfer failed'. Last transfer error was 'Failed to apply the source Vserver configuration. Reason: Apply failed for Object: time_based_otp_ui Method: modify. Reason: The user "userAccount" does not have a TOTP configuration in the SVM "svm1" that can be modified. Execute "snapmirror show -destination-vserver svm1 -fields last-transfer-error,unhealthy-reason -expand" to check if the constituent volumes have encountered errors.'.
