CONTAP-39962: ONTAP controllers can intermittently reset IPv6 TCP connections

Issue

When an IPv6 neighbor discovery protocol (NDP) entry for a client or router is cleared from an ONTAP controller, this same entry might exist in the route cache.
In this situation, ONTAP then attempts to use that stale entry to send the next packet causing the IPv6 TCP stream to reset.
Most NFS clients immediately reconnect the session but some clients do not attempt a reconnection which might cause the application to timeout. This timeout requires an application restart.
After it resets, the controller invalidates the cache and starts the neighbor discovery process for the IPv6 address.
