CONTAP-666648: Volume references may remain held after snapshot creation errors

If an error occurs during snapshot creation, volume references may not be released before the operation returns. This can leave references held and interfere with taking a volume offline or during takeover/giveback (TOGB), potentially causing a WAFL hang.
