msata.unable.to.monitor error shown in EMS

Issue
- EMS message shows an error monitoring the health of the boot device.
Example:
[node-01: env_mgr: msata.unable.to.monitor:error]: Data ONTAP could not monitor device boot_i.
[node-01: kenv: bootfs.env.issue:error]: Environmental variables cannot be accessed or saved on the boot device (rename /cfcard/env/env to /cfcard/env_bak/env failed).
