Issue

When upgrading shelf module firmware, system does not respond the upgrading, even performing command storage shelf firmware update.

Example:

By command storage shelf firmware show-update-status, It will keep in idle after storage shelf firmware update.

cluster1::*> storage shelf firmware show-update-status
                   Update  In-Progress
