Service Processor in Degraded State After ONTAP Upgrade

Issue

After upgrading ONTAP to version 9.15.1P16, the Service Processor (SP) on one or more nodes is reported as being in a degraded state. The SP firmware version shows as “unknown” in system outputs. The following errors appear in event logs:

-sp.userlist.update.failed: Error updating SP user information, communication error (op=1, action=3)-spmmgt.driver.timeout: The software driver for the Service Processor (SP) detected a problem: waiting for SP response in loopd.
Service Processor           Status: Degraded	                    IPMI: ok	                    PKT: failed

Despite the degraded status, the SP is accessible over IP and login is possible. Attempts to reboot the SP or recover its image do not resolve the issue.
