Disk failed, whole spare was auto-partitioned which caused SPARES_LOW alert

Issue
- After a disk failure, the partner node's whole spare disk is automatically partitioned, causing a
SPARES_LOW
alert. - Checking for available spares will only show partitions and no full disk available
- Due to aggregates using whole disks, and the partner nodes previous whole disk being partitioned, the
SPARES_LOW
alert is triggered. - Even after failed disk is replaced, partner node still does not have whole spare disk available.
