Ports not coming online on BES-53248 switch

Broadcom BES-53248 switch purchased from NetApp
Issue
- All network ports down on switch
 - Performing a reload does not bring the ports up
 - Power cycling the switch does not bring the ports up
 - Cables attached to the ports are working fine when connected to another switch
 - When checking the status of the switch under 
CSHM-SWITCH-CONFIG.XMLin the Autosupports, the Reference Config File Version is listed as NA
