Port down after rebooting on AFF-90

Issue

  • After rebooting, the  e3b port on AFF-A90 intermittently goes down.
  • After slot swapping, the issue still persists.
  • Disable auto-negotiation and set the speed explicitly on the switch port to stabilize the `e3b` port temporarily. But the port keeps flashing and  takes about a minute to link up compared to other 100G network cards which remain stable.
