NSM module info not visible from partner node

• The two internal NSM8E/NSM16E modules associated with the Shelf 0 internal shelf. Neither are reporting the partner FW or module state.
• Internal NVMe module firmware/serial visibility and communication error.
• No information about shelf 0 module B is visible in the sysconfig -a on node A. Similarly, no information about shelf 0 module A is visible in the sysconfig -a on node B.
