Issue

During initial setup with DS460C shelf, the disk in drawer 1, slot 0 (0d.31.0) repeatedly failed to initialize, even after replacing the disk with a known good unit.

Example:

ERROR disk.init.failureBytes: Failed disk 0d.31.0 detected during disk initialization.
NOTICE cf.disk.skipped: The disk 0d.31.0 was skipped because it reported the status disk failed.
