Expanding Cluster: Adding AFF A250 nodes to existing cluster reports HA interconnect errors and cannot perform takeover

Issue
- Attempting to add 2 new nodes to an existing cluster
- Although the nodes can join the cluster successfully, the storage failover show output shows NVRAM log not synchronized, cannot reach partner over HA interconnect.
